Recently, there has been an evolution of the concept of community, mostly as the result of the development of new communication technologies.
A new phenomena has particularly affected both private companies and public administration. In other words, we are witnessing the birth of virtual communities. They are not opposed to traditional local communities but are forcing companies, public structures, etc. to change their communication processes.
The new technologies, especially internet, do not only promote services usually beneficial to the local community, but also widen the range of potential interests to a virtual community.
It is therefore essential to take a new look at communication policy, especially public sector communication and the relations on which it is based, due to its particular importance in public administration.
